Oddly enough, mindfulness or consciousness is neither intrinsically energy or matter, but organization/information which is imposed upon either medium. The 'take home' point is that it is a 'who' from which the capacity for specific informational systems that can evoke consciousness must arise. Consciousness arises from being itself - matter and energy is just a contrived (and apparently distracting) medium for its expression.
